The dispute between former Minister of Finance Kudrin and President Dmitry Medvedev escalated in 2011 after the announcement that Vladimir Putin and Medvedev plan exchange their positions. As a consequence Kudrin withdrew as Minister of Finance. This loss is a dire for the Kremlin, which in so doing lost one of the best of its liberal experts of economy. By Stefan Bernhardt

Kudrin – the liberal, pragmatic technocrat – is not easily politically estimable although he is perceived as a part of the ‘Putin System’. Additionally, he was one of Putin’s first supporters and recommended him for the position of the Deputy Chief of Staff of the Presidential Executive Office in 1997. Kudrin worked, like Putin, for the Mayor of Saint Petersburg, Anatoly Sobchak in his first political years. A doctor of economics who was Russian Minister of Finance from 2000 to 2011, Kudrin’s accomplishments are indisputably outstanding. His use of the revenues of the oil business to pay off the Russian state debts and the creation of a reserve fund contributed significantly to the economic recovery of the country.

Kudrin’s next steps are much speculated since his withdrawal in September 2011. He mentioned in interviews after his resignation that he was candidate for the leadership of the party Right Cause but also that he may want to found his own political party. Kudrin also spoke at the demonstrations against the election frauds in 2011. He positioned himself as a mediator between demonstrators and the Kremlin. His future role is at the moment unclear.
